There have been two different versions of the GT 720m. One with only 96 CUDA cores and one with 192 CUDA cores. The 96-core version is based on the older Fermi (GF117) architecture, which is now no longer supported beginning with Premiere Pro 2019 as Nvidia had completely EOL'd all driver support for Fermi back in 2018. The 192-core version is of the newer Kepler (GK208) architecture, whose EOL of driver support (mobile parts only; desktop GK208 parts continue to be supported with the latest 445.xx Game Ready drivers) was announced by Nvidia back in March 2019 but which continued in legacy support until this month (driver version 425.31 was the last driver release for the 192-core version of the GT 720m while the 96-core version is permanently stuck on driver version 391.35).

AFAIK Premiere Pro 2019 requires a driver version higher than 396 in order to even work properly.

To determine which version of the GT 720m that you have, download and run GPU-Z from the TechPowerUp site. The GPU should read "GK208" if you want Premiere Pro 2019 to read it. If on the other hand it says "GF117," then fahgeddaboutit.
