As the title suggests,
I can only use software only when I try to export directly from Premiere Pro 2019. When I use Media Encoder I can use CUDA and get much much faster export speeds. In the project setings in Premiere I have choosen Cuda, but still the option is greyed out in the export window.
I am using the latest NVIDIA drivers on Win 10, editing in PP 2019b 13.1.4
Can anyone help me with this?

Guess what? Premiere Pro does not use the GPU at all during encoding no matter what. And if your H.264 or H.265 export settings are locked to "Software encoding," then your system's integrated on-CPU Intel HD or UHD or Iris Graphics is either disabled or absent since it refers only to whether or not your system supports Intel QuickSync.
On the other hand, if you can export using CUDA in AME but are permanently locked to the MPE rendering software-only mode in the Project settings, then either Premiere Pro might not have been installed properly or the versions of Premiere Pro and AME are not closely matched to one another (e.g. the major versions of both are different from one another).
By the way, you did not specify which CPU you have in your system.

Thanks for your answer, I get your point. I asked an incorrect question. Let me rephrase:
A month or two ago exporting with Premiere was much much faster than exporting with Media Encoder. Now it is the opposite, Media Encoder is about twice as fast as Premiere. I need help in identifying what the problem is.
The PC specs are as follows:
ASRoc X399 M Taichi
Threadripper 2950X
64GB DDR4 CL15 3000Mhz
HDD 1 (OS & Apps): SAMSUNG 860 EVO
HDD 2 (Media- & project files): Corsair MP510 M.2
HDD 3 (Scratch disk & cache): Corsair MP510 M.2
EVGA GeForce RTX 2080 FTW3
Any suggestions for how I can start to investigate?
