The difference between the two programs isn't the capability of the export process ... it's automated tasks done for the user (Premiere Elements) versus the breadth and depth of manually operated tools for the user (Premiere Pro).

In other words ... many things that are essentially automated for users in Pr-Elements are completely manually operated in Premiere Pro.

And some of the processes and tasks handled by tools in Premiere Elements are completely absent from Premiere Pro, as those things are rarely done in pro workflows.

Last ... Premiere Pro has a much wider and deeper set of tools/effects, most all of them needing manual settings, so the learning curve is rather steep at the beginning. And then as you learn a bit, it gets ... well ... actually, steeper.

What is your definition of video quality and it depends on what you are trying to achieve.

Most common exports are the same in Elements that is if you go into the advanced settings.

There are a lot more tools in Pr to play with which in PE are fixed.

I found the switch from Premiere Elements to Premiere Pro years ago to be very intuitive, but then I'm not a pro colorist like Neil.

If you've used the expert timeline view in Elements, it shouldn't be too hard to use Pro.  Once you get the hang of multiple sequences (kind of like what it would be like to be able to have multiple timelines in Elements, which can't be done) you won't want to go back to Elements from Pro.

Essential Graphics is another great feature in Pro that you might find yourself using often.

So if you define "quality" as a better production and not better resolution, you do have the potential for better "quality."

Just make sure that your computer meets the minimum requirements for Premiere Pro before you download the trial.  And be aware that the trial is only 7 days and that you must cancel it on the last day or you will be charged for a subscription.

You can do a lot in post if you know how but there is a limit.

There is a saying: garbage in, garbage out.
