You say the image size is 1080 ... what about the sequence settings?

Can you share a screenshot?

Meanwhile, check if your program monitor is zoomed-in/out (scaling drop-down next to the Timecode).
More info here. (search 'Scaling Options')

Program Monitor is set to Full, while Source Monitor is set to 1/2. However, this shouldn't matter, since both are set to Fit.

Check to see that the sequence setting matches the media and that you do not have any scaling in effects.

Also try resetting the workspace: Window -> Workspaces -> Reset to Saved Layout.

What frame-size is your clip? And what frame-size is the sequence?

In Preferences/Media, what do you have set for default scaling if anything ... Set to framesize or Scale to framesize ... ?

Neil,

my image size is 1920x1080. All I tried does nothing. This is the first time I used it since updating the app a couple days ago. I had no problems until then.

When I double click on the sequnce within the timeline and select fit to frame size, it reduces the scale to 40%. Some how the Program window automatically scales the image. I never ran into this before.

Here are a couple more screen shots. you can notice the scale of the the image being placed on the timeline. It scales it up about 60% when I move it out of source window.Capture #2.JPGCapture #3.JPG
