Set Matte and position layer Premiere

I have two clips, one is a solid that is cropped to fit a third of the screen nested as a sequence and sets on the track called "screen1" in my master sequence. This is my Matte.

The other clip is a photo which I am trying to show only the portion of the solid that is in showing in the screen1 sequence. The Set Matte works wonderfully, but when I try to animate the photo by positioning it, the matte is also effected and moves in a weird behaivour along with the photo. I have tried to position the photo using the Transform effect both before and after the Set Matte but no avail. How can this be done so that no matter how I position the photo clip, it only shows where the matte layer is?

Use the Track Matte Key effect.

Place the clip you want to use to fill the hole on the timeline. Place the Matte that you want to use to cut the hole on a track above the fill clip.

Click on the fill clip to select it, then right click and from the drop down menu choose Nest. Make the nest with the single clip.

Now apply the Track Matte Effect to the nest you just created and in the Effect Controls, specify the source of the matte as the track containing your Mask. You should now see your fill contents pop through, restrained by the mask on track above.

Double click on the nest in the timeline to open it, you will leave your current sequence and see the contents of the nest. Working on the clip in the opened nest do your movement animation on the clip. When done, return to your main sequence and you should see the effect.
