As the title says, I am trying to slide a clip and it keeps jumping to the lower track. I have tried to close and open the program but that doesn't work. Does anyone know why this is happening? Thanks for your time.

I understand clips are moving to lower track when using Slide Tool.
1. Is this happening only with Slide Tool?
2. Are you using any custom workspaces? Have you tried using default workspaces?
3. Is this happening with all projects?
4. Create a new project, Import the old project file(.Prproj) into it using File > Import & check the issue.
If issue persists,
Go to the following location in the machine
In Windows, C:\Users\UserName\Documents\Adobe\Premiere Pro\11.0 (Or)
In Mac, Documents > Adobe > Premiere Pro > 11.0
Rename the 11.0 folder to Old_11.0
Launch Premiere Pro, Create a new project(do not open Old projects)
In Menu bar, Window > Workspace > Uncheck Import Workspace from Projects.
Open the old project & check the issue.
Please let us know the status of the issue.

Sounds unusual. Perhaps increasing the height of your track might help move it without it jumping around. Ctrl/Cmd + Plus and Ctrl/Cmd + Minus (not on the keypad, on the main keyboard) changes the track heights for video, and Alt Plus/Minus for audio.
Just FYI, the post above thinks you're using the Slide Tool, because "sliding" is a specific type of edit you can perform on a clip, that does not involve moving the clip around.

Nevermind. It started happening again during the same project later on in the timeline. I grab my clip, go to move to the left or right, and it jumps down to the track below. It happens in all workspaces. I get the two bars with the arrow in the middle pointing down. I just learned if I hold control the arrow points to the right and I can slide it. But this only starts happening sometimes its frustrating.
ANOTHER thing that just started happening, not only is it jumping down a track, its moving forward a good 5 seconds!! This happens just by clicking, and dragging directly down or to the side. Wow this is so frustrating. I had an easier time using Final Cut Pro and the magnetic timeline!

Sorry for this weird behavior. I can't think of any other reason why this is happening other than you may have a corrupt sequence. To remedy this situation, create a new sequence, then copy/paste all the items from the corrupt sequence into a new one.

I have this same issue. This just started happening today, hasn't happened before. When I drag a clip left or right in the timeline, it jumps down to the next track. Wherever I drag it, it always stays one track below where the mouse cursor is, so I have to move the cursor to the track above where I want to drop the clip.
I've tried this in old projects, current projects, and brand new projects and it happens everywhere.
This is a very annoying and jarring behavior and it's severely affecting my workflow. I can't pin down whether it's a bug or a setting I accidentally tripped.
EDIT: Also happens with dragging effects onto clips. I have to drag the cursor to the track above the clip I want to apply an effect to.
EDIT: Added photos. You can see in the first image, the clip "gs mask" is on V3. When I start dragging, it jumps to V2, under the cursor (as shown). In the second image, I have to move the cursor up to V4 (even though that's not where I'm placing the clip) in order to drop the clip onto V3.
If I want to move a clip left or right, I now also have to move it up to keep it on the same track.
EDIT: Making a standalone post. Now nothing is dropping where it's supposed to in the entire application.

I'm having the same exact issue. I just started. It's very annoying not being able to place clips where you want them. I wonder if it has to do with the latest update. I just updated recently and this is the first project I've worked on since updating.

I got it fixed, removing my preferences folder worked.

The same thing is happening to me and it's extremely frustrating. I tried the Shift-Option at start up to remove my preferences, but that didn't help. When I am in the cursor tool (v) and try to move a track, it drops down one track. I see a down arrow and bars on either side on it.

I'm having the same problem as in the screen grabs above with CC2017, and just found this thread asking about it.
I've tried everything I can think of. New sequence, nuked the preferences, I even uninstalled the software and reinstalled it twice. So I was thinking it was something something with the project file itself, but my co-worker can open the same file and has no issue.
Did anyone else ever come up with any theories?

I had the same problem and discovered it was caused by how the software was interpretting one of my two external monitors. I unplugged one of the monitors and then plugged it back in without quitting Adobe Premiere Pro and the problem was fixed. Found the solution here. Good luck.
