When I try to launch Help/Premiere Pro Help... (F1) or Help/Premiere Pro On-Line Tutorials... I get the message "Unable to launch the default browser".
My default browser in Windows 10 settings is Google Chrome Version 81.0.4044.122 (Official Build) (64-bit) and it launches fine for other (non-Adobe) programs

the error message tells me to "You need to re-install application and the Help component" I have no idea what that means or how to do it. HELP PLEASE.
