Unable to open a H264 video on Android phone

My Huawei Mate 10 is unable to open a H.264 video which I have just worked on, on my macbook Pro, despite being able to do so for another video that I exported just 2 weeks ago. Despite updating my phone software and trying it out on another Xiaomi phone, the problem still remains.

Is there a solution for this? I'm trying to export a .mov file, and then convert it to a .mp4 file, but it's really taking too long to export and the file size is very large.

are the pixel dimensions and frame rate the same as the earlier video?  You might do better uploading to vimeo or youtube and then using one of their phone apps for watching the video.  There are presets for vimeo and youtube in the export dialog in both premiere and adobe media encoder.

and there's no reason to export as a .mov first.  exporting directly to mp4 should be fine.
