Video Effects don't work on Nested clips

I can't seem to find an answer for this anywhere online. In my project I've created a couple of nested sequences and video effects seem to not want to work. I am able to place them on the timeline where they should be but when playing back the footage there is no effect at all! I've even put an effect half on a nested clip and a non-nested clip and the effect will play on the non-nested part but NOT on the nested!!! Help!

Below is my timeline over the part with the effect placed one two nested parts and NO effect playing

This is where the effect is placed on both a nested and non-nested clip with the effect only playing on non-nested

What effect are you applying?

Do you see the effect when the playhead is parked?

Have you tried rendering that portion of the timeline?

cross dissolve, i see them on the timeline but the playback shows nothing, and idk how to do that im still pretty new

Click on the dissolve in the timeline to select it, then go to the menu Sequence > Render Selection.
