I just updated to Adobe Premiere 2019 on Windows 10, and the issue I'm having is that whenever I play my video, the audio is louder than what I have it set to until I try to mess with the volume control for my headphones.
For example, say the volume I have in my headphones is set to 10, and the audio in Premiere is peaking at -6db. When I hit play, the audio will sound as if my headphones had been set to a much higher volume. Then, when I try to turn down the audio in my headphones, it gets proportionately much quieter than it should, and I have to turn my volume back up to 10, which is now somehow quieter than it had been moments before.
In other words, when I first hit play in Premiere, the volume at 10 plays back as if it were set at ~15. Once I try to turn it down to say 7, that level of volume suddenly sounds much more like 4, and I have to turn the volume back up to 10 which now sounds normal. It's almost as if trying to change the volume in my headphones makes the playback volume correct itself.
To be clear, I am not messing with the audio levels within Premiere, this is an inconsistency in how Premiere is playing back my audio.
I've tested Windows Media Player and the volume did not have this issue, so it seems it has something to do with Premiere.

Nevermind, I tried YouTube and it seems the problem continues outside of Premiere. It's driving me absolutely crazy, though.
