Hello,
I've been experiencing some weird problems on my laptop. The program is running perfectly fine on my PC, but right now I have no other choice than my laptop. So, here's the explanation:
When I'm using razor tool, it just seems like it cuts a frame(or a few frames) ahead than the chosen place for cutting. Also, separately from that, there are some traces left when I am just doing nothing but moving the cursor on the upper edge(where the time is) of the timeline. I've also noticed that the vertical line below the selected place is not centered, but a little left to the above arrow.
Did anyone experience similar problems?
I am suspecting that these artifacts are coming from some weird GPU rendering(its 970M). But, honestly, I have no idea. I've searched for similar cases without any results. I've reinstalled PP a few times, even tried an older version - again, no results. The next thing I'm thinking of is to reinstall my graphics driver.
Any other suggestions, I will be happy to hear. The screenshot below, I hope, will explain it better than me. Thanks!

Update your graphicscard driver.

Didn't work. I've updated the nvidia driver and the integrated intel graphics driver. Then I tried to run PP with the dedicated graphics first and after that, with the integrated graphics. No change. ![]()

I know this post has been a year old, but I too suffered the same issue! It's really bugging me. I've also tried reinstalling the app and the older versions but failed to fix it.

I have the same problem. I don't yet have a solution but here is a workaround.
Configuring a specific "compatibility" DPI setting for the application eliminates the refresh problems but leaves the interface fonts and preview video slightly blurry.
Procedure: Using the file explorer navigate to the "Adobe PremierePro.exe" application file and right-click the file and select "Properties" from the context menu. Navigate to Compatibility Tab > Settings > Change high DPI settings." In the "High DPI scaling override" section check the box for "Override high DPI scaling behavior. Scaling performed by: System."
