Apparently this is a bug in version 22 of Premiere Pro, if you save mogrt from it, it does not open in Rush.

If you make this version of Premiere Pro 21 will work

I'm sorry, apparently this is due to some kind of Adobe update. I just updated Creative Cloud and the installation also stopped working for me in version 21

I am a user just like you. I don't have version 23 installed, only 22 and 21.
In version 21 it works, in version 22 it doesn't.
