It appears that you are misunderstanding the purpose of Illustrative Editorial. You probably saw this statement on the rejected images:

"We are looking for imagery intended to illustrate articles on current events and news, focused on conceptual imagery using real brands and products to convey strong ideas."

What current event or news is illustrated by your street sign images? 

Submitting your images that contain logos for Illustrative Editorial use doesn't mean that Adobe has to accept them, particularly if there is no strong editorial message.
