I assume these were rejected by Adobe for quality issues. As @daniellei4510  indicated, the first is out of focus. The second, though too small to properly analyze is badly composed and could also be rejected based on commercial appeal. How did you envision a Buyer using such an image? 

The answer to your specific question is that you can't get approval to sell these assets. They don't meet the Adobe Stock criteria.

The cement path and greenery is completely out of focus. The second image is really too small to comment on.
