Your question is difficult to answer with a fixed number, as there are different numbers of credits used to acquire a video licence, depending on your subscription. The higher the monthly allocation, the less is the value of one credit, so you need more credits for a video.
(please note: there are annual subscriptions and monthly subscriptions, take the right one, as the cancellation terms are not the same. Annual subscriptions have an annual commitment, even if you pay them by the month!)
I doubt that the credits shown above are for 4k videos, however. @EvilBug1 can help out here to make that clear.
For credit packs:
You will need 8 credits for an HD video, 20 credits for a 4k video.
You pay either by credit card or PayPal, whatever is offered to you, when you buy a plan or the number of credits. Check @Jill_C's link.
