Your question is difficult to answer with a fixed number, as there are different numbers of credits used to acquire a video licence, depending on your subscription. The higher the monthly allocation, the less is the value of one credit, so you need more credits for a video.

I doubt that the credits shown above are for 4k videos, however. @EvilBug1 can help out here to make that clear.
For credit packs:
You will need 8 credits for an HD video, 20 credits for a 4k video.
You pay either by credit card or PayPal, whatever is offered to you, when you buy a plan or the number of credits. Check @Jill_C's link.

@ChevyBlanco The credits are different for each plan, and different license you buy. If you are looking for exact prices in real dollar, here is a rough guide line.
HD Video: ~$80.00
4K Video: ~$200.00
Again, this is a rough estimate. The final price is decided by varies facts, like what plan you have, what license type you are buying, which asset it is....
