Well, right now the stand alone version does not have Dehaze, Guided Transform, and other features that the CC version has. And, it is not a given that there will be a new stand alone version. So, right now, the two programs behave differently. So, while you are correctly describing the reason why one version does not have the same features as the other one, in spite of the underlying code being the same, you are missing the key point that the two programs do not behave the same, and therefore are not the same, from the user standpoint, which is what is important here, because a user will make a choice based on the behavior and features of the program, not the underlying code.
