Check to see if it's on a different layer and turn it off.
I would recommend a new workflow however. ICAP is an archaic, and problem-plagued method. Instead use a shared Dropbox / OneDrive folder where all assets are shared among the participants.
As an InCopy user, you'd then open the INDD file using InCopy and do all your edits that way. If this is still an issue, again, we're going to need to see more.

Two columns or two text frames side by side.
Paragraph style for the heading and one for the bullets.

Are you talking about version 19 (InCopy 2024) or InCopy 2019? If the former, it's available in the Creative Cloud desktop app under other versions. Find InCopy and click on the elipsis.
But that's it. Only the correct version on the most recent before that are available.

That, I'm afraid is a pipe dream. If it prints from Acrobat it's a valid PDF and you should alert anyone that wants to print it to use Acrobat or at the very least, provide a list of known PDF readers that don't work.

Is this a DOC or DOCX file? Is it a true Word file or something exported from a different application? Screenshots might help but give this a read to see why if this is a true Word to InDesign workflow everything should be fine:

Again, please give us more details. Are you using assignments or opening the INDD file in InCopy? [FWIW, I do not recommend assignments for small workgroups.]
Nothing at all should be forwarded to anyone. Every file for the project should in a folder accessible by all participants.

Too many variables including the multitude of PDF readers and the user preferences that can be set for viewing. I'm not too sure I'd be spending too much time trying to "fix" this.

I always work in OneDrive and Dropbox folders. First off, both services keep versions in case you over write or delete a file by accident and when you get a new computer, you just install the app, log in and voila, your files appear like magic.
