Yes, you can do that. As a bonus, you can define the paragraph style differently in each InDesign document so it will be styled to match.

Quite honestly, what is the purpose of the send via email button? It's quite archaic and as you've already discovered very unreliable as it would only work in Acrobat/Reader and IIRC, requires the user to have their preferences set up properly. You're far better off putting a proper form on your website or using Google Forms.

At a minimum, Monterey (OS version 12) How much RAM does that machine have? Anything less than 16GB is nothing but a crapshoot especially on a 15 year old computer. Frankly, I think you're wasting your time but it's your time to waste.

Hey Mike,
But if you do start the process in InCopy you can define those styles and they will come into InDesign when you place the IDML. Of course, from that point on, InDesign rules the styles pretty much.

Now that we have that cleared up. Again, once you place that ICML file in InDesign, the file is automatically linked and the InDesign user has to check it out to work on it but the styles as defined in InCopy will be part of the InDesign file. That said, if you duplicate the name of an already existing style in InDesign, the InDesign definition will over ride the InCopy definition.
If you have frame edges enabled in InDesign, you will see the InCopy adornment indicating that the content can be checked out as shown in this screenshot.

That's not how it works. If the text is already in InDesign the InDesign users exports it for editin in InCopy. The InCopy user can open the INDD file in InCopy, check out the story, edit, then check back in. If you're creating content in InCopy and then placing it in InDesign, once placed InDesign takes over.
This requires a shared environment and a Google Drive folder that is fully synced to all users' harddrive should work for this.

Add a few blank layers when you create the PSD. If you need them, InDesign will already recognize them and if you don't, no harm done.
I'd also recommend using layer comps for an easier time.

Why can't you open the INDD files? As long as everyone has full access to the folders and they are fully synched (turn off cloud only) it should not be a problem

First off, everyone needs to be on the same version. That means everyone moves to InDesign and InCopy 2025. Secondly, stop using assignments. There's no need for them in such a small workgroup. Instead, the InCopy users can simply open the INDD file in InCopy and check out the InCopy stories that way.

Here's my $0.02. Buttons in PDF are wonky under any condition. The more you add the more wonky the whole thing becomes and that's best case using Acrobat/Reader. Many third party PDF readers won't even recognize the buttons.
You're free to continue with this of course, but personally, I'd never take on such a job.
