When you enable sync in Lightroom Classic, all the contents of the Cloud will download to the folder specified in Classic's Preferences.
It is safe to delete these downloads as long as you haven't deleted any from the Cloud (as your HD is the only place they may reside).
It's best to visit http://lightroom.adobe.com/ to check what photos are in the Cloud.
You don't need Local Storing turned on in LrM.
This enables offline editing (it ensures the full res file, not a proxy, is on your device as well as in the Cloud) but will take up more space on your device.
Depends on what plan you have, your Cloud Storage may be limited. This is when Lightroom Classic downloads may become useful (if you have to clear Cloud files). You could even assign the downloads folder to an external HD.

It seems that you're in the Device Tab at the bottom, does that same behaviour happen when you are in the Lightroom Tab? (which is your Library)

Organsiation of Albums and Folders in the Cloud are not linked to how the photos are organised on your Hard Drive, you would need to replicate your folder structure (This differs from Lightroom Classic, but this isn't Cloud Based).
As far as I know, even if you use Local Tab in Lightroom (which does reference your HD) and then invoke 'Copy to Cloud' it doesn't replicate your folders.

I don't believe so as you are adding them to your personal account's Album and into its Cloud Storage, not sharing them from your work account.
To give you piece of mind. Do a test with any image that you don't require. Add it to your personal account's Shared Album from your Work account and once there, delete it from your Work account (including permanently from the bin) and see if it remains in your personal account.

You could try the shared album and contribute route, which hopefully should work......
Create Album on Personal account.
Enable Sharing for that Album.
Invite email ID associated to your Work account (if that's possible?)
Ensure you give the Work account Can Contribute rights in the Link Settings.
Accept email invite linked to the Work account and sign in to Work account
Add Photos to the Album that’s shared with you from the Personal account.
This will transfer photos over including edits without having to export the photos.
You could transfer all photos to that one Album and sort them from there. However it maybe easier to mirror your Albums in the new account and share each one (although you will have to accept an email for each album).
Maybe do a test first.

Assuming cloud storage isn't the the issue, have you tried checking http://lightroom.adobe.com/ to see if here are any sync issues (look for a tab on the left).
Try deleting any to see if things start moving again (it's best to make sure you have a backup of any photos that you delete)

Could it be that the company have a firewall (or some other security) on their laptops that prevents the use of unapproved software or al least stops it connecting online (even if it is your Adobe ID)?

In Lightfroom Web, you could try deleting all of the photos with Sync Issues (enusre you still have them in Lightroom or a back up elsewhere). Before you do delete them, maybe pause sync in Lightroom Mobile, the unpause once deleted.

The Cloud Based Lightroom should be ideal for this, with some caveats.
From Desktop and Mobile you can share a link of an Album that the client can view (either with an email invite or just a link that can be shared with anyone). One option is to download Jpgs. Are these good enough or do the need RAWs.
As well as this, on http://lightroom.adobe.com/ there is a Collaborative Proofing option where the Client can choose preferred options.

This, unfortunately is standard behaviour..
As I understand, there are blockers on allowing the Metadata to be edited. As for the search, I guess most of this would be Cloud Based (the recipient of the link may not have a subscription to allow this), although a basic search for Keywords etc should be able to work.

I've got LrM on multiple family devices and just log in using my account details. From recollection I don't think there is a decent limit on LrM.
Of course you would have your family accessing the whole Library. You can invite people to edit and contribute on individual Albums but the comments field seem greyed out and not editable, same with ratings. Although Comments are possible.
Personally, I liked to see Shared Folders with all fields available to edit.

Do you have sync on in Lightroom Classic?
If so, then ALL photos in LrM will upload to the Cloud and ALL will download to the folder designated in Classic's Preferences.
If you choose not to have sync on, then you would have to Export, transfer and import into Classic from there I believe..
