Actually, Elements gives you full customization over where to store your catalog and the files associated with it. (But I guess you need to know where the customization settings are located.)
The fact that you only have Elements 2025 installed may make the process easier. So, first you need to figure out the location of the old version catalog that was working with all your tags etc.
I suggest that you perform a search of Windows File Explorer for: catalog.pse
The search result should yield a number of files named catalog.pseXXdb where XX is the version number of the Elements program that created the catalog. If you double-click on this file, the Elements 2025 Organizer should open and convert the old catalog to a new Elements 2025 catalog. A copy of the old catalog will be created so that it will remain intact and a numeric suffix will be added to the catalog folder name. (The catalog folder is the one that contains the catalog.pseXXdb file.)
If the conversion process works, you should end up with a catalog that contains all of your face recognition and keyword tags etc. However, because some of the files have been moved, they will be displayed as missing files. You can determine which files are missing by using the Find>All Missing Files menu command.
The missing files can be reconnected to their current location (on your local hard drives). There are several ways to do this. But if too many files have been moved to too many different locations, and particularly if the new locations are scattered, this process may be laborious.
I shall wait for you to follow my suggestions and report back how many files are missing. I will then give you my suggested strategy for reconnecting the files.
BTW, in the future, never go outside of the Organizer to manage your files. All move, delete or renaming operations can and should only be carried out in the Organizer.
