I printed my BitLocker, to BestBuy, the tech identified which one for this desktop,  and in minutes I was up. The tech did a disable certain startups in Task Manager, decrypted the OS- SSDHD, don't need BitLocker at home with safe cable and router, took 40 minutes, and I was on my way.  At home I will NOW open PS fist, then Lightroom Classic. I'm worse. Opened LR Classic, then Photoshop, Photoshop would not open, or close with Task Manager would not close it. On a restart, the BitLocker locked the SSD HD so no Windows 11. Don't know how you are telling me to do this: "You are probably looking at importing them into the working catalog. If you happened to write adjustments and settings metadata to XMP ( a catalog settings option) then the import might bring the edits with it (I have not tried). You might want to test this. Yes it was the Dell/AMD driver that worked. I don't know what a "first party" AMD driver is, though. Plz tell me. I went to Dell/update and named the AMD graphics card and it show the driver needed; I downloaded it. Then I had to Clean install the AMD so it got rid of the one that was on and then reboot, then install the driver I had downloaded, and there it was. Adobe PS now works. It is interesting, though, the new downloaded driver does NOT show on my digital painting program so now I cannot utilize the digital painting program. It's all about computer code writing. ... FINALITY!  Done! I found the AMD driver for this graphics card. Had to uninstall AMD software with Waggnard uninstaller, then installed the correct AMD Radeon software. Thank you PECourtejoie. I do not know where On1 plugins are installed. I have worked with On1 for over 20 years, and when I launched LR and PS, somehow, they installed. I guess I would have to ask On1 tech support for the answer. I did try holding shift key and start PS. The OpenCl is still greyed out. GPU always worked until the latest PS update. Further, no graphics setting as described in Step 7 in the Radeon software. I also tried the [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\[Photoshop_version]\[Photoshop_version]Settings\ and used the text file GPU1Use OpenCL. This also did not work. I have made many comments about this on the Community. It all comes down to write new computer code. I cannot utilize PS because of a graphics card --Open CL is greyed out. Others have: cannot open. Others have cannot open as a smart object. This is all confounding and Adobe is NOT working night and day to fix this while many photographers and studios are losing thousands and thousands of dollars because they cannot utilize PS as usual and do what we all want to do.
