go to the pse forum ( https://community.adobe.com/t5/photoshop-elements/ct-p/ct-photoshop-elements?page=1&sort=latest_repl...) and click the blue compose to community button.

Log-in to community overview page.

Click the blue POST button.  See screenshot.

On Desktop it reads POST

On mobile it reads POST TO COMMUNITY.
