What are the rules for linking to external websites?

I sometimes see "link removed by moderator".  If one sees, for example, a YouTube video which would be useful to users of a certain community, would that be okay to link to?  What if it's a commercial link, for example a course, but is still relevant?  What if it's a link to one's own website (many forums prohibit self promotion)?  Or is everything at the discretion of the moderator?

Links are allowed, when they are targeted and point to a possible answer, even if it is a third-party site. They are not allowed as part of self-promotion or as part of your signature.

 

Moderators delete such links. If it is spam, and the automatic spam filter did not catch the entry, spamming users will be reported and banned.
