It's possible your multi-cam sequence actually contains more than 4 'cams'. Perhaps due to your audio.
Load your multicam clip into the source monitor and using the wrench button: choose Edit Cameras. Disable any you don't need.

I was able to get the Ultrakey visible in multicam.
I opened the multicam in the timeline (right-click on multicam in Project panel and "Open in timeline').
I nested a clip, then stepped into that nest and applied the Ultrakey with a new BG below it. That new BG was visible when I loaded the Multicam into the source monitor in the 4-up/quad display.

You say you are careful to "unlock all the tracks"? Are you talking about Track locks or Sync Locks? You want to keep the Sync locks on to maintain sync.

I tested this using a file I made in Premiere. When you import a file with embedded close captions and drag it to the new sequence icon, it will make a new sequence with a CEA-708 track. Your captions should appear on it. Just make sure the track selector is checked when doing extracts so they stay in time with everything else.
When you export, make sure you enable the Captions section and change the Export Options to "Embed in output file".

Can you describe exactly the steps you have taken?
If you are trying to import a corrected transcript then you need to have a 'static' transcript rather than a text-based-editing transcript before you can import a TXT file.

I've never tried to use 32bit audio (as far as I'm aware...) but one thing that could help is in the Preferences>Audio you could choose: Render audio when rendering video.
If your audio is rendered as your working then it possibly won't need to render as much when you go to export.

There's certainly no plugin that will speed up the interface.
What are your system specs? There are things you can do to improve performance if things are running slow due to corrupt files etc.

Have you tried streaming locally first to confirm Premiere is outputting correcty? I managed to stream into OBS on the same mac by using defaults in Premiere (activate SRT obviosuly) and then add a media source in OBS. Uncheck "Local file" and add this as the Input: srt://127.0.0.1:4201
I havent extensively tested but I did find it finicky and had to restart both apps a couple of times.

You can apply lumetri effects directly onto the clips inside a multicam seq - you don't need to use an adjustment layer.

Avid has always worked this way, each bin is a separate file on disk. Productions is Premiere's move to a similar project structure, which clearly has some advantages since it was worth the engineering effort to develop the framework.
Though it does beg the question, if you had a timeline with 1000 clips on it: all of which were in the same project...would this be more efficient than each of those clips being in it's own project (i.e. 1000 projects). I'm guessing it wouldn't, after all 1000 separate files would need loaded into memory rather than 1.
But I'm not a software engineer so I'm speculating.

My understanding is that once a video is flagged as VR on youtube then the entirety of the video is VR - therefore the user can always navigate their view even if you don't want them to (i.e. in the "square" sections).
Are you trying to prevent the user panning/scrolling in the "square" sections?

Premiere doesn't give you the option to choose your scaling algorithm. In Resolve for example you can choose Smoother/Sharper/Bicubic etc. Since you are downscaling from UHD to HD, it might be worth looking to see how that looks with just a Sharper downscale. Might not work but might give you a pleasant gentle result so could be worth a try, especially if you are just planning to bulk add the effect to everything.

Are you putting it on a 29.97fps timeline?
If you are putting it on say a 24fps timeline then some frames will disappear.
Perhaps your video is VFR and actually higher than 29.97? What frame-rate does VLC report the clip as?

I don't think you will find a smooth workflow but it might help to render out your timeline as a video and then scene-detect it in Premiere. This way you will take a template of the timings which might speed things up if you have to rebuild things. It all depends on the complexity of your project.

Theres a lot more overhead opening and closing files for every frame. Whats the purpose of a 6k JPG sequence? JPG is normally a lossy format so you wouldn't want to use it as an intermediary format.

Don't know if this will help but something to try:
Under Preferences>Media check Timecode is set to Use Media Source.
You could also try unchecking Automatically refresh growing files if the files are potentially growing through MediaCentral.

Also, when you say 'cut' from the monitor...what exactly are you doing? You can Insert or Overwrite from the source monitor but you can't 'cut' in the traditional cut/copy/paste sense (unless you have opened the source monitor in the timeline as @ScottSimmons says.)

One option is to use Export as Avid Log Exchange...
ALE's are plain text tabbed separated values (with a bunch of header stuff at the top). So you can easily convert to CSV if you want. Unfortunately ALE export doesnt respect the columns you have visible in the metadata display options but it will export the timecodes as well as comments and descriptions.
