Do other apps launch and run ok? If so, it might be the one app is corrupted.
You might try opening a windows command prompt. Open Command Prompt as an administrator and type sfc /scannow to check for and repair corrupted system files.
Or you might do an InDesign Reset Defcon 4 where you uninstall it, removing all preferences, run the CC App Cleaner tool, and reboot, and re-install. Read about this in this compendium of troubleshooting.
Also, generally good chicken-soup is to delete everything in the 2 "Temp" folders that windows relies on for running things.
