P: No drawing possible with Brush Tool with a pen when zoomed in

Hello,
I use MS Surface Pro and Surface Studio, both with a Surface Pen and both with Windows 10.

Since some days there is no more Pen-drawing possible with the brush tool on both devices (with each a single pen) in Photoshop CC.
When you zoom in once, the pen works like a hand tool but not like a brush.

The pen still works correct in MS Ink, OneNote and even in Illustrator.

Overscroll Issue: Either the windows update or the wacom update cause overscroll to work improperly. If overscroll is toggled on while trying to use the brush tool, the canvas just gets moved around as if you are using the hand tool. Note: if you press the trigger on the stylus while moving it will begin to draw again but only if youre holding it down.

photoshop 2018 is having trouble recognizing my pen movement. when I use my brush to make a vertical stroke, it simply drags my canvas down. horizontal strikes do seem to be recognized. when i used the same pen and brush on illustrator 2018, it does work perfect. Any suggestions?currently working on a project and here I am stuck with this.

Technical question: I use a surface pro. Today, the paint brush tool has not been working as a brush Instead, it acts like pan tool and just moves image around. Thoughts?

Whenever I use my tablet to swipe in any direction, Photoshop registers it as moving the scroll bars instead. I cannot make marks with a brush tool or select objects with the lasso tool or anything else like that, it's unusable with the tablet. I've never had a problem with it before, and it doesn't seem to be a tablet problem as I have reinstalled the driver multiple times & have tried other people's tablets to see if that got different results. But it seems to be a Photoshop issue. Any help is greatly appreciated!

After updating Windows 10 to the update KB4093112, there is a incompatibility issue between Windows and Wacom tablets (I'm using Intuos Pro) in Photoshop CC.

With Windows Ink on (necessary to use Pen Pressure feature), every time you use a brush, the brush moves your canvas a little at the same time.

This renders any work impossible. If you turn Windows Ink off, brush behaviour returns to normal but you can't use Pen Pressure.

This is so tiring and frustrating. W10 and PS have been a nightmare for the past 3 years.

One quick way to see if you're running the OS update that introduced this issue is to type this into the taskbar search field (cortana) next to the Win Start menu: 'winver' and hit enter.  If you see Version 1709 (OS Build 16299.334), you have this issue.  

To back that out, go to Settings > Update & Security > Windows Update, click on View installed update history, then click on Uninstall updates.  Select: Update for Microsoft Windows (KB4089848).

When I draw with my stylus, the cursor drags the work area around, instead of drawing. This problem persists only when zoomed in. The brush tool is active and I'm not holding down the ctrl-key. No buttons seem to be jammed. I work with a Huion GT 191 tablet with Photoshop CC 2018. The stylus works fine in Photoshop CS 5.5 and Corel Painter. I reinstalled the huion driver and Photoshop with no results. I have never seen this problem before and in the last months everything was working fine. This issue sort of came out of the blue. I use Windows 10 Pro Version 10.0.16299

Does anyone have a similar problem or solution?

If you do the above you shouldn't need to mess with userconfig files, if you have already created them then delete them aswell as windows updates mentioned above.

That effectively rolls you back to  Windows 10 - build 16299.309

and then pause windows updates or disable windows update service
