Your telecom providers are blocking messages from international servers because Adobe doesn’t do direct business with Pakistan.  Adobe product users must go through 3rd party resellers who are authorized to do business in Pakistan.

For what it’s worth:

• Off-Peak Attempts: Some users report intermittent success by attempting registration during off-peak hours (8:00 AM – 9:00 AM PKT) when traffic on international gateways is lower. [1]

• Alternative Networks: Try switching between different local mobile network carriers or using mobile data instead of a local Wi-Fi router. [1]

Potential Pakistani members cannot verify phone numbers due to regional service limitations, geo-restrictions, and SMS routing blocks from international verification servers. Unfortunately, there is presently no work-around. Do a Google search for further details.
