media encoder not using all resources

I have 32gb of ram, 32 core processor, ssd, and a amd graphics card but when i try to render a video with media encoder into .mp4, it doesnt use up all of my computers resources

Why should AME even use all resources? That's just not how things work. You are completely ignoring things like file I/O and memory bandwidth, temporal conistency of calculations and linear progression and a million other things liuke actual mathematical limitations in encoding algorithms. Beyond a certain point there simply cannot be any increase in performance and for some of the things I mentioned in particular video and image processing apps are severely limited in how they can be optimized for parallel or asynchronous processing. there is really nothing wrong here just liek there are no magic knobs to tweak. Whjat you see is what you get under the specifications of your system.

Oh, so no way to speed up rendering? Whats a good codec to use if im just uploading to youtube?

I think After Effects never uses up nearly 100%. You would need a third party solution like Render Garden.
