Tutorial: Photo Cutout Effect

I just got After Effects recently and I don't really know how to use it. I came across this video on youtube:

and I was wondering if anyone knows how to make that scrapbook cutout effect? Also, how do you make the photos move, disappear, and transition to other photos?

There is no automatic way to do that. It's all layers and masking. Draw a mask on a layer, duplicate the layer, change the mask from add to subtract on the copy, and animate position. You can use track mattes, set matte, and lots of other techniques to do the masking.
