Can't add (or copy) shared Adobe Library

The process is shown in attached video. I used the last CC Desktop for demonstration but same goes with web. 

I added Public libraries and can't see them
I added Shared to everyone Libraries and after I hit blue botton "Add" or "Copy" - nothing happened

 

Any assist on that?

Really appreviate your feedback. 

At the same time, I did "share screen" with Adobe support twice — doesn't help. 

What I did after is used Adobe Log Collector and than deleted the AdobeTempFolder on C drive. That's all. On the next day Libraries working like expected.

Update 15-May-2025

I don't know if this Adobe or me, who deleted AdobeTempFolder on C drive yesterday, but today Library finally works like expected (screenshot from Adobe CC Desktop attahced).

For anyone interested in deleting AdobeTempFolder: it's hidden directly on C drive. Mine was like 20 GB

It looks like you're making some progress. For the libraries sync error you might need to reach out to and work with our support team to resolve that. There likely is some corruption in the libraries configuration files on your system. Our support would need to share to share your log files with our developers to investigate the cause and then help you resolve it. For instance, here is an open to everyone link to Adobe Library. 

How do I add this to my library? Hitting blue "Add" button - nothing. Hit three dots, Copy - nothing.

this doesn't help 

I did all the steps both steps:

1. Delete all folders that start with “CC_LIBRARIES_PANEL_EXTENSION_xx_xx_xx” in this location:

WIN: C:\Program Files (x86)\Common Files\Adobe\CEP\extensions

2. Follow the steps of Solution 2 in this article: https://helpx.adobe.com/creative-cloud/kb/libraries-panel-not-working.html

I can create my own libraries (see attached img), everything works as expected, but when it comes to Add Shared library or Public libraries from Adobe - doesn't work.
