Creative Cloud - Libraries not currently syncing

How to resolve it? I have spent more than 2 hours thus far, but nada. Unable to fix it. I'm on a MacBook Pro computer with 16 GB of memory.

What gives?

I think contacting support is one’s only hope. I tried all suggestions (followed not the T), and nothing worked. Deleting all adobe apps really angered me because of the need to adjust the settings in all apps.

But, after successfully following ALL instructions and reinstalling the app twice, the problem remains there.
