Creative Cloud missing adobe fonts, files, benefits, Create & Discover

Hello,
The company I work (based in Australia) with has bought a full creative suite adobe license for a new graphic designer based in the Philippines. When they log into their Creative Cloud desktop application there is several things missing (adobe fonts, files, benefits, Create, Discover & stock) but when I log into the same account here in Australia all the features are there in my desktop application. The license was bought in Australia but we also have staff in South Africa who have adobe licenses and they have no issues. I assume there is some reginal restrictions or something but cant find any detailed information.
I have talked adobe support and all they have said is to do the following which we have done and same issue is still there.
Open task manager and close all background activities for Creative Cloud and then turn off Windows Firewall and repair Creative Cloud. Control Panel >Programs and Features > Creative cloud >Uninstall >Repair.
I have attached screenshots of what my CC app looks like and what the other persons CC app looks like both logged in to the same account.
Any help would be greatly appreciated
