Please help me understand what adobe is getting rid of and why there are two different sync folders

what is the difference between these two sections the clouds section and the files section, more specifically why are they not combined. Its weird and annoying that I must go into the desktop app on my computer to access my adobe scans but all my files that are synced in the files tab and the folder on windows called creative cloud files.
Primarily I had a recent email that adobe is getting rid of something to do with the creative cloud sync part, is this everything altogether or just a certain part. Having all my work files synced across all my computers is important to me and I don’t know if adobe is getting rid of that part. Would this mean that I would not have access to my 100GB in the cloud.
Final question is why when I delete a file from files or cloud docs some cant be seen in the bin on the cloud app but can on the ipad, and when I remove them from the windows bin they are still in the cloud bin.
