Cannot access web page for Legal subscription terms

When trying to access the web address below the page just reloads with the link to reload the page.  I have tried with different browsers but all with the same result.  Any suggestions on how to access the document?

if you have an annual subscription (whether paid monthly or annually) there's a penalty for early cancellation: 1/2 the cost of the remaining obligation.  ie, if you cancel after 8months, you'll have a cancellation fee =  2 months and you won't be able to use the cc programs after the 8th month.

for some people the (higher monthly cost) monthly subscription makes more sense.

I forgot to say that I am in Canada and it seems that the redirect does not work.

I was interest in the charge to cancel the monthly plan. I believe the above answers my question that it can be cancelled monthly and may increase at any time.
