Cannot launch Photoshop

I am running Win 7 and all CC worked just fine till yesterday afternoon. I tried to open Photoshop and the error message I got was "The program can't start because api-ms-win-core-libraryloader-|1-2-0.dll is missing from your computer. Try reinstalling the program to fix this problem." I uninstalled Photoshop and deleted the folder. Re installed Photoshop and got the same message. I the second time I selected the older version due to the fact that I have Win 7 OS. Where can I get the api-ms-win-core-libraryloader-|1-2-0.dll
