Installation of native M1 version 22.5.1.441 fails

I try to install the native M1 version of Photoshop CC on my 13 inch M1 MacBook Pro. Installation fails with the following log:

I have the impression that the installer seeks a language package (my MacBook runs on "German" as system langage) from an older version of Photoshop.  How can I resolve this problem? I don't think it has anything to do with premissions (as the error code suggests), but if it had, could someone please enlight me where in the system Adobe puts its temporary files? Btw, installing the Intel version and using Rosetta works without problems, but I wanted to specifically test the M1 version. 

For the record: all my machines run on the lates Monterey beta, I do not have any problems with Photoshop CC on any of them except the M1 machine.
