Premiere Elements 19 won't install on new PC

I installed Premiere Elements on a Windows 10 computer via CD and now need to install it on my new computer (Windows 10, soon to be Windows 11).  Whether I use the CD or attempt to download the app (which is registered with Adobe), I get a message that says my operating system or browser are no longer supported.  How can that be?  What to do about it?

This has become a known issue (albeit unexplained by Adobe) with recent versions of Elements.

First download and install the Adobe Cloud desktop app. No need to subscribe. Just install it.

No-one is sure why this step is required, since Elements is not a Cloud app, but it seems to work.

Then install Elements 2019.
