PSE 24 worked on Win 11 but not on Win 10 - Login Error

Good evening.

First time I purchased an Adobe product and so far all was good. Yesterday I had to reinstall Windows an chose Windows 10.

I installed about 30 softwares, only one not working.. PSE 24.

I tried downloading a trial version again, tried admin permissions, perma admin permissions, restarted about 10 times, but nothing's working so far.

Any ideas, or is this problem still not solved, like in these threads:
