InDesign 2023 - Error cannot package document. cannot copy necessary linked files.

Question

I am on a Mac running Ventura 13.2.1 and InDesign 18.2.1 and just began to receive this error when trying to package a document: This document contains links to files/URLs that are not accessible. lease check your network connectivity or the original source of content.

I checked the privacy/security on my Mac and made sure all the Adobe products have access to files and folders.

I made sure InDesign had all updates.

Currently the CC Libraries do not load, I did what was suggested to no avail.

I tried opening a prior file (from several months ago that had no issues) and get the exact same errors as I am getting on my new file that I am trying to package.

The Creative Cloud libraries are still not loading on Photoshop or InDesign. I've tried all the suggestions on the "click here to troubleshoot" but nothing has worked thus far.

If nothing works, contact Adobe Customer Care, as they can see your screen. There are three ways:

First, I'd recommend that you upgrade your operating system to Ventura 3.3.1 which is the current version. Earlier version could cause some errors with InDesign.

If that doesn't cure the problem, the next step I suggest would depend on whether your problem is only happening with one file, or with all InDesign files?

If one file only, there could be corruption in the document. Saving the file as an IDML file (File > Save As > InDesign CS4 or Later [IDML] file, and then opening the IDML file into InDesign often correct files with moderate corruption.

If it's happening will all your InDesign files, then I'd suggest restoring your InDesign preferences and caches. This document explains how to do that:
