Mouse won't align with content (frame, box, etc.) on connected second screen

When I plug my laptop into a second monitor and have the display extended (double connected screens), there is a gap between where my mouse is and were the text frame (for example) that I am moving is located. It seems to be directly related with my laptop. I hooked a different laptop up to the monitor and there was no issue. I hooked my laptop up to a separate monitor and still had the same issue. Any ideas why this is happening? It does not happen on illustrator and I have uninstalled and reinstalled InDesign as well as tried installing older versions of InDesign.

What platform, OS and InDesign full versions?

PC. WIN 11. Latest InDesign version, same issue happens with previous version. Occurs only on external monitor (multiple monitors tried). Cabling doesn't change outcome. Occurs for any user logged into laptop. Graphics card is RTX A2000 8gb.

Not sure if it's related - but people report problems after the latest update to 24H2 - in January - it requires either REPAIR or rolback:
