Dynamic Link Server failed in OSX 10.14.6

Every time I do an import in LR 9.2.1 on OSX 10.14.6 I get the dreaded "Connecting to Dynamic Link Server failed" error. and Lightroom refuses to import any video files.  I've gone so far as to re-install Lightroom, nothing seems to work. 

I'm typically attempting to import video taken from my Samsung Galaxy Note 10+.  HEVC and HDR10+ are both disabled on the phone, so I don't think it's necesarily a video format issue.  These should be run-of-the-mill MP4's.  All of my Adobe software is up-to-date, so I don't think it's a version mismatch.

I've looked throughout the forum and haven't found a recent post regarding this issue in OSX, mostly Windows...and it's usually for other Adobe products.  Help?
