Can't Import Presets (no Import Presets option)

I'm trying to upload some presets I've purchased onto Lightroom CC (cloud version). When I click on the three dots (...) I'm not seeing the Import Presets options. I only see the  "Hide Partially Compatiable Presets." No other options like the other image I've attached.
