non commercial licence and how to access nano banana

I use a non commercial licence for adobe cloud software and when i try to use 'partner sites' for generative fill in photoshop i get a message saying i need to upgrade my licence?  

 

1. is this correct? i have read somewhere else on here it is an admin function?

2. how can i remedy it if not correct?

 

i find it really confusing the whole firefly credits things...

I’m not sure if this is the right answer, but it might depend on more than just the number of plan credits available. For single-user licenses, partner models are available with a Creative Cloud Pro plan, so if a single-user license is below that level then partner models aren’t available. I’m wondering if the non-commercial license you use is considered a Pro level plan or not. Yes, it is confusing, and it's been changing a lot as Adobe figures out how to structure it.

If you find out that the license you use doesn’t include Partner Models, the license might have to be upgraded if possible.

What kind of license do you have? 

When you »Manage Account« are any credits indicated?

its an education licence and yes i get 500 credits per month but when i try to use nano banana in generative fill i get a message that i need to upgrade my licence.  this seems at odds with what i have read on various websites...
