Catalog copy and organisation issues

We recently moved computers and as part of that moved over all our photos, unfortunately we did this in Windows rather than Adobe.
This did mean we could put them in a better folder e.g. C:/Photos (they are then sorted in a folder for each year) as over several years of moves in Adobe the catalog had ended up in C:/photos/Users/<username>/Pictures/Photos.
If I want to put Elements on the new machine and recreate my Catalog with alll my Tags etc, then I think I will have to do the Catalog backup and restore in Elements, effectively duplicating the copy we already did. However I wanted to ask first in case there is any other option to point to the newly copied files.
I still have the old machine with everything on it.
