Use Wintab instead of Windows Ink in Elements 13?

I'm using Photoshop Elements 13 with a Wacom Intuos tablet. With "Use Windows Ink" enabled in Wacom properties, I have to double-tap the screen to do any sort of click-and-drag functionality in Photoshop, like drawing. It also enables the hold-to-right-click functionality, even though I have this unchecked in Pen and Touch settings.

According to the internet, this issue can be solved in Photoshop CC by enabling Wintab. You just create a txt file called "PSUserConfig.txt" containing the following lines:

# Use WinTab

UseSystemStylus 0

And putting that file in the folder: C:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2014\Adobe Photoshop CC 2014 Settings

However, I have not found any way to do a similar thing in Photoshop Elements. I tried putting the file in the folder C:\Users\[User Name]\AppData\Roaming\Adobe\Photoshop Elements\13.0\Editor but that didn't work.

I know this is a really old issue, but since I had this problem and NOTHING seemed to work for me, I thought I'd post a solution I've found and the only one that seems to work. It's a bit of a hassle but so much better than not even being able to use the program whatsoever.

1. Open Wacom Tablet Properties (leave Windows Ink on)

2. Go to the Pro Pen tab

3. Double click the primary "click" option

4. Change it to "right click"

NATURALLY this is like changing the left click on your mouse to be a right click, but within the program itself, there is LITERALLY no difference between the two. In older versions of elements there doesn't seem to be a difference between left and right click, so within the application itself it's basically as if you changed nothing, except pen pressure should start working correctly.

The only issue with this solution is that when you're finished working in the program, you'll want to change the "right click" back to the standard "click" option, but like I said - that's really a trivial issue compared to not being able to use pen pressure at all. Hope this helps someone.

Sadly I cannot change my pin tip to right click, I updated my driver straight from the Wacom site since the desktop center was not working and well it looks like it change the properties for the pen

I've installed Elements 2018 on a 30 day trial and it seems to have cured the problem.  Which is a bit of a con really if they can make it work for Elements 2018 then they can make it work with slightly older versions...

Do you mean that this fixed Elements 2013? Or just that 2018 works and 2013 doesn't?

Have you found a fix for this yet?  I am also suffering similar issues.  If I un-check the 'use window ink' box it frees my pen up to click and drag however I lose the pen pressure...

It worked fine until the latest windows 10 update a few weeks ago

No, unfortunately I haven't found a fix yet. There's got to be some way to do this, but I think since we're talking about Elements 13, this post won't get a lot of attention. Here's hoping!
