Any "Save As..." dialouges can premanently freeze Premiere

Any action that spawns an Explorer window can cause Premiere to permanently freeze. It will never recover, and must be shut down through Task Manager. These actions include:
-File > Save as...
-Clicking the OUTPUT name in the Export Media window.
-Clicking "browse" on the Export Frame dialogue box.
-Even hitting the little "setup..." button on the Image Matte Key effect.
-Using Explorer rather than Media Browser when relinking footage.
-Double clicking a blank area of a bin
-And many more.

This has happened to me in Windows 10 and 7.
(Doing "Reveal in Explorer" does not cause this freezing, since that kind of Explorer window is not a save/load dialogue box that is tied to the program.)

This is the most devastating bug I've ever encountered in Premiere. It happens to me a few times a day, and has wasted a huge amount of my time, and my team's time. To me, it is inexcusable that Premiere cannot do something as simple as a "Save As..." without freezing.

Here is a forum thread on this bug: https://forums.adobe.com/message/9696942

This is unique ID# 508 on my Premiere problems spreadsheet:

Adobe's solution seems to be "oh, just run as an administrator." This is not possible at my company. We do not have administrator privileges, NOR SHOULD IT BE NECESSARY to operate this program.

Forcing premiere to run as an administrator has solved this issue for me.

The bug was present for years. I remember it from Windows 7 times! There if you would force Premiere to end task, it will show you a dialog box asking "if you are sure not to save the project?". You could click "Save" and that was it. Now you have to push a Windows restart and then it would show the dialog. This is kinda a workaround. But this bug happens SO OFTEN nowadays. Please fix fix it! I am getting paranoid about clicking "Save as.." or open any other dialog box involving a Windows Explorer window to show up. I am currently at Windows 1803 and Premiere 13.0.3, since 13.1 can't even play my H264 files 🙂 Not funny

Please stop making new features for a while and fix this bug! It can be also experienced in almost every file dialog box. Including locate missing files, specify an output render file, etc! This is getting nighmare'ish! I am experiencing this bug two to ten times almost every day. Sometimes I also loose some work because of it!

Got sick of killing Premiere using task manager!

All of our workstations are Windows 10, latest build usually, core i7 with gtx 1070
