Open File Dialog hangs indefinitely, restart required

In many occasions, opening a new file doesn't work when another Adobe app is open, in my case Premiere Pro. Sometimes this also happens with saving. Sometimes the dialog appears when you close the app that was open before, but in many occasions, a restart is required.  Windows 11 file system related. Since we're talking about dialogs, when FILEXYZ.JPG exists and you save yoru file as FILEXYZ without the extension (.JPG is default), you don't get an overwrite warning. When you save it under the full name, including the extension, you get the overwrite warning. I accidentally destroyed a lot of existing files this way. The 'file exist check' has a minor but very serious bug.
