Premiere Thumbnails are 1000xfaster on Apple than on PC

We have an upscale PC custom made from the IT department to run Adobe Suite. It has 13th gen Intel 64GB DDR5, NVIDIA 3090 etc and a second one that runs on AMD. We also have two Apple laptops that are lower specs, especialy from the Intel PC. The Thumbnails from the same files are generating 1000 times faster on Apple! We are talking 10 sec versus 2 min! Now imagine closing the folder and opening a second then returning to the first one. That job on the Apple is 30 sec and on both PC's are more than 5 min!
This is happening either reading the files localy from a very fast internal NVME or even from a 25G fiber optic network NAS!
It is deffinately a software issue, but if we don't figure it out, we are not going to change over to Apple, we are going to change our software
