RED footage flickers when scaled in Premiere Pro

We're currently seeing footage flicker on SDI output and baked into exports any time we have RED footage scaled over 50% on our timelines.  The timelines are 1080i for television, but we've tried progressive as well and are seeing the same issue. Our 4k projects doesn't seem to have the same problem. You also don't see the flicker on the computer monitors, just SDI output and then it's baked in to exports.

It also carries over from PC to Mac, and so far the only workaround is to drop CUDA and OpenCL engines.  Falling back to software only on the PC (which adds hours to the export) and Metal engine on the Mac (which has it's own problems on exports but is passable) seem to be a workaround. 

I've been using CUDA on the PC for months and haven't seen the issue appear until recently. It's also from RED footage from multiple cameras. The only weird variable is we run SLI for Resolve and I've yet to disable it.  Drivers are all up to date and we are on Premiere 2017.1.2 Release version 11.1.2.

My guess is that it's a mixture of 1080 timeline and scaling with the rendering engines, possibly a bug and maybe a particular edge case.  We've cleared caches, moved machines, switched from Windows to Mac and back. No joy on most accounts unless you drop the rendering engine.

I'd like to know if anybody has seen this before, and if there is a fix for the CUDA setup.  Losing the PC in the workflow sets us back many hours.
