The Elgato file issues should be addressed in the 12.1.2 update that was just released. Make sure to delete your Media Cache before opening the files with 12.1.2.

Try importing using the Media Browser.

If you are importing from a card, copy all of the contents of the card to the hard drive and import all of the contents using the Media Browser.

It could be a codec issue.  Try converting with Handbrake https://handbrake.fr/  before importing into Premiere Pro:

if you specify better details, OS, GPU, RAM, it would be better

Are you attempting to open an older project into the new updated premiere ?

if so, delete all associated preview and auto save files to this project and clean your Media Cache

An issue with some Elgato files (imports as 1 frame duration) is under investigation. It is believed that these files should import correctly in Premiere Pro 12.0.1, just make sure to delete Media Cache before importing.

If everyone experiencing this issue could confirm this is occurring with Elgato files, that would help our investigation. If you could also provide sample file(s), that is also appreciated.

Thank you.

yes I can confirm that this is occuring with ALL files recorded from Elgato. I can import them but only after encoding them again with "Handbrake" software

Several other threads on this. Here is the uservoice/bug report main link:

version 12.1.1 turns my 60i footage into 14.99fps. when i go back to 12.0.1 it processes the footage...

Update has been reported as happening "soon," and a day or 2 ago, about a week....

We really don't know, but there appears to be a fix, and update (for this and other bugs) being completed.
